Skip hire rules & regulations

A friendly, plain-English guide to using a skip safely and legally in Leeds — what goes in, what stays out, level loading, weight limits and road permits.

We care a great deal about where your waste ends up. Our aim is to help you make an informed choice, dispose of everything responsibly, and avoid any nasty surprises along the way. Most of what we collect is sorted and recycled at our local facility, with as little as possible sent to landfill.

Below you'll find the legal, practical and common-sense bits worth knowing before you fill your skip. These are mostly the standard national rules; where Leeds Council has its own position, we'll point it out. If anything's unclear, just give us a ring on 0113 347 7330 and we'll happily talk it through.

Acceptable waste

Non-hazardous household and trade waste that's safe to recycle or process.

Controlled waste

Items like plasterboard that we can take, but only in a skip of their own.

Prohibited waste

Hazardous or specialist items that must never go in a skip, by law.

What you can put in a skip

Generally, anything that isn't hazardous to people or the environment is fine. This list isn't exhaustive, but it gives you a good idea of the everyday household and building waste we're happy to take.

Controlled waste: plasterboard & gypsum

Plasterboard and gypsum-based products can be collected, but the law says they must never be mixed with general waste. Since 2009, the Environment Agency has required these materials to be processed separately, because they can't simply be reused or recycled and aren't biodegradable.

We're happy to take plasterboard for you — we just ask that you book a separate skip used solely for it. If your project involves plasterboard, mention it when you book and we'll sort the right arrangement.

What can't go in a skip

These are a firm no. They're hazardous, a fire risk, or can't be handled with standard waste processing — and disposing of some of them improperly can mean fines. Remember: the skip's contents are the hirer's legal responsibility, so it's worth a quick check before anything goes in.

TVs, monitors & screens

Classed as WEEE — taken via your council or retailer take-back.

Fridges, freezers & appliances

WEEE rules apply; book a council collection instead.

Asbestos

Mixing it with general waste is a criminal offence — use a licensed remover.

Batteries

Acid and lead make these hazardous; drop at a recycling point.

Tyres

Not biodegradable — your tyre fitter or a recycler should take these.

Gas cylinders

Empty or full, return them to a gas cylinder supplier.

Fluorescent tubes & light bulbs

Contain mercury and shatter easily — recycle separately.

Medical & clinical waste

Never goes in a skip; we'd have to refuse collection.

Solvents, fuels & wet paint

Flammable liquids — and never pour them down drains.

Any electricals with a plug or wire

Take to your local household waste recycling centre.

Not sure where something belongs? Leeds Council runs collection arrangements for electricals (WEEE), asbestos, batteries and clinical sharps. If in doubt, call us first on 0113 347 7330 before you load it.

Load it level, keep it safe

A few simple loading rules keep everyone safe and keep your skip legal for the road. We can only collect skips that are filled correctly.

Never overfill

Keep waste level with the top of the skip. Overloaded skips can't be legally or safely transported, so we may need to remove the excess.

Mind the weight

Heavy materials like soil, rubble and concrete are dense — spread them across the base and don't load a large skip with rubble unless it's rated for it.

Cover or lock it

Sheet over the top or hire a lockable skip to deter fly-tipping. Remember, anything found in the skip is the hirer's responsibility.

Permits for skips on the road

If your skip needs to sit on a public road or highway, a council permit is required. There's a small charge payable to Leeds Council on top of your hire — and the good news is we can arrange the whole licence for you and do the legwork. If the skip goes on your own driveway or private land, no permit is needed.

Road placement rules

  • Don't block utility access points like manhole covers or water ducts.
  • Keep entrances and exits clear unless you've arranged otherwise.
  • Stay at least 15 metres clear of a road junction.
  • Restricted areas — yellow lines or paid bays — may need extra authorisation.

  • Reflective safety markings on every skip

  • Night-time safety lamps used where needed
  • Traffic cones provided if the location calls for them
